Glendale, California faces a revenue shortfall of $7.4 million in the year ahead; city council and staff held a special budget meeting to review projections and consider options including cuts to police and fire, renegotiating union contracts, waste treatment expansion and fees, and shorter employee work weeks or furloughs.
