Tell, Don’t Ask, What 710 Closure EIR Will Cover


“Scoping” is the window of time in which the public can tell agencies what topics should be explored in an environmental impact study. The Series 3 710 Conversations are scoping meetings. Attendees, or those sending in letters, should make statements about what they want to see addressed in an environmental impact report instead of asking questions about the project.

Those opposed to a 710 project can ask that Metro and Caltrans study alternatives such as increased public transit, multi-mode options, or use of electric rail for freight movement. Cost-benefit analyses of these options vs. a tunnel or conventional freeway extension could include pollution, increased traffic, health effects, seismic event risks (!), and more. This editor would like to see a comparison of costs and benefits among all the options above.

Another scoping meeting is scheduled tonight; two more will be held next week. The deadline for telling public agencies what issues they should address as they study the environmental impacts of a 710 closure project is April 14. Written comments should be sent to:
