New LA Planning Director Making Rounds; LANCs Still Waiting on Cell Site Moratorium, Oversight 1


Michael LoGrande, new General Manager for the Los Angeles City Department of Planning, spoke last night at a special meeting of the Valley Alliance of Neighborhood Councils, and will address the Urban Environmental Planning Institute at Occidental College on December 1. Bill Allen, President of the Los Angeles County Economic Development Corporation, spoke after LoGrande and encouraged the community leaders to present their transportation and design ideas to city council, saying that grass-roots calls for improvements have been answered.

At a breakout session, though, several NC leaders expressed continued frustration with proliferating cell sites installed with no apparent oversight. The San Fernando Valley area planning director attended this session, as a public right-of-way installation in his district recently caused resident protests (reported on this Sherman Oaks Citizens’ website, and this Encino Patch feature).

Although 44 neighborhood councils, associations and/or federations (representing 79 organizations throughout Los Angeles) have to date formally expressed concerns and called for reform of the city’s regulation of wireless facilities, no moratorium or city staff report on the subject has yet been issued.

Glendale’s wireless moratorium lasted for a year and a half, ending in June 2010 with a comprehensive wireless ordinance reflecting the latest court rulings and residents’ desires for city oversight. Los Angeles residents have been petitioning their city council for at least a year and a half for a moratorium and better regulations.
