California Education Budget for State Testing

How much does the state of California spend on annual student achievement tests?

My brief look at the California Education budget (starting on page 474 of this 2008 state budget summary) identified several budget items that could be related to testing, but the main line item is:

6110-113-0001—For local assistance, Department of
Education (Proposition 98), for purposes of California’s
pupil testing program………………………………. 90,735,000

Of that amount, the STAR program receives $62,127,000.

How far would $62 million go if it was reallocated to preserving the existing length of the school year?

This seems like a very low number considering that teachers administer the tests within classrooms, but perhaps it only includes district-level administration.
